Under the rule of Augustus (63 BC – 14 AD), Rome dramatically grew in scale. To help the city adapt to the growth he embarked on a programme of reconstruction and social reform. In 7 BC he divided Rome into 14 districts – highlighted here as a border – giving each region their own magistrate and police force.
